Control panel forgetting settings in Vista

It KEEPS forgetting my digital vibrance and GPU/memory settings.

Every boot - I see my desktop at the right colour settings briefly, then it
loses them and I have to go in and adjust it again. And while it's at it
it's resets my overlocking too.

Is this a known issue?

Vista Ultimate, Geforce 7800GLH AGP. Latest official drivers.

I have video driver issues with Vista when I close certain programs
I get error messages about the size of my screen being changed.
there are a lot of issues with Vista and very few are being addressed.
