I'm builing a system with an Asus EN8600GT/HTDP/512M. The CPU is an
Intel Q6600. My question is this:
The 8600GT does not need an extra power plug but the 8800GT does, why
is this?

The maximum power that a single PCI-e slot supplies through the bus is
nowhere near 150W. It's 75W max, with an additional 75W supplied from the
external 6 pin PCIe connector for a total of 150W. There's now an 8 pin
PCI-e connector that supplies even more power for newer power hungry cards.
A typical 8600GT card pulls in the 45-50W max range under full load. The
8600GTS requires additional power and has the standard additional PCI-e
power connector.
